[ALL] Config System Rework

In my original suggestion thread regarding improving the config, I did not properly expand on the idea I was proposing.

Remaking the config system would lead to a significantly smoother experience and make it a lot easier when switching servers.
When saving/loading a configuration, there is a considerable delay; it's not seamless or smooth.
I also believe that because the configs are stored locally and not cloud-based, it would be reasonable to have no limit or cap on the number of allowed configs.
I would like to be able to easily share my configurations with other people or name them differently.

I've implemented all except the delay, that's really dependent on your computer speed, get an SSD and you won't notice.
