[Gmod] Bring back Spectator Silent mode

We should bring back spectator silent mode so that people screengrabbing you won't see shit, like you locking onto heads, making it even harder to ban you with the AS on

It would be obvious that you are not aiming nearly as close as you should be at times, spectator silent also slowed down the aimbot.
