Free admin servers?

Do people still do free admin servers, I find it fairly odd, wouldn't everyone be banning each other?

they disable most commands so you cant do it, some even make it so you can only target yourself with commands, and they usually die 5 minutes after they open

why would anyone want to play on a server where everyone is admin sounds stupid?
