No fog is VIP only?

I get that No Fog can give some advantages on some maps, but for maps like rp_downtown_v4, rp_downtown_tits_v1, etc it enables fog even though it doesn't have it by default.

It's kinda bs in my opinion, but hey nothing I can do about it :/
